Governance Process

As the community decides the direction of Redacted, we have established a governance process that allows the ecosystem to evolve over time. Below we outline the various steps involved from taking an idea to the execution phase.

Step 1: Draft Proposal

To draft up a proposal, first create an account by following these steps here and then join the Redacted forum. Once you’ve joined the forum, you will be able to start making a proposal by clicking on the “New Thread” button. Follow these guidelines below to create a proposal correctly.

1. Label it with “RFF [INSERT PROPOSAL TITLE]”

  • Note: RFF stands for Request for Feedback

2. Select a topic 2. RFF3.

3. Fill in body of the RFF with the following:

Draft Proposal Title

Author/s

Summary

Brief overview of the intended RFF.

Abstract

Brief background of the proposal.

Motivation

Why is it being put forward to the community?

Specification

Key metrics of what changes the RFF is intending to implement.

Supporting Evidence (If any/or required for additional context)

Any supporting links, documents, graphs, tables, resources to help provide additional context to the RFF.

Implementation

If successful, describe the timeline of when this proposal will be implemented. For additional information on creating threads and proposals, visit these docs here. Once the RFF proposal has been drafted, make sure everything relevant to the proposal is included. Once complete, click the “create thread” button.

Step 2: Request for Feedback (RFF)

Duration: minimum 24 hours but recommended 48 hours Once the proposal is posted, various members of the community & perhaps the core contributors at [REDACTED] Cartel will give their perspectives on the proposal published. To begin the feedback process, create a poll by pressing the “create a poll” option on the right side of the post. This allows the publisher to gauge community sentiment on the ideas brought forward in the proposal. Be sure to follow the guidelines detailed below:

  1. Title your poll

    1. Common title for a poll is “Do you support this proposal?”

  2. Fill out poll options

    1. Create poll options for the community based off the title to get an effective temperature check

  3. Share the proposal URL on Discord in #1-request-for-feedback and tag the @Sicario

    1. In this channel, you can engage with the community regarding the proposal and direct them to solicit feedback in the Commonwealth forum post.

The community will then vote on the informal poll that was set up with the RFF proposal. Note: You do not have to wait 24-48 hours for your informal proposal poll to end. Treat the poll as a litmus test. Engage in constructive feedback discussion in both the Discord and Commonwealth forum post to collect supporting data and evidence to be included in an improved version of the proposal.

Conditions for passing Step 2

When ready to pass your RFF to Snapshot, tag the @Sicario role on Discord to notify the Cartel Committee who will hold internal vote on if the RFF should be move to step 3If the Cartel Committee decides not to proceed to Snapshot, the Sicario will notify the author of any relevant feedback. Reminder: If after 24 hours your RFF has not been passed, send a friendly reminder by tagging the @Sicario role on Discord to notify the Cartel Committee

Step 3: Create RIP based on RFF

Note: RIP stands for Redacted Improvement Proposal After receiving notice that the RFF is ready to proceed to Snapshot from the Sicario or Cartel Committee, the Cartel Committee will push the RFF to RIP phase. Cartel Committee will post the updated proposal to 3. RIP section of Commonwealth https://commonwealth.im/redacted-cartel/discussions/3.%20RIP Start making a new proposal by clicking on the “New Thread” button. Follow these guidelines below to create the RIP.

  1. Label it with “RIP [INSERT PROPOSAL TITLE]”

  2. Select a topic 3. RIP

  3. Fill in body of the RIP with the updated RFF and implement any feedback from the community, the Sicario and Cartel Committee into the RIP proposal

Conditions for passing Step 3

When ready to pass your RFF to Snapshot, tag the @Sicario role on Discord to notify the Cartel Committee who will hold internal vote on if the RFF should be move to step 4

Step 4: RIP Snapshot Submission

Duration: Snapshot voting will last 72 hours Once the proposal is ready, the Cartel Committee will post the Snapshots. The [REDACTED] Cartel Snapshot can be found at https://snapshot.org/#/redactedcartel.eth In this step, the publisher posts the proposal onto Snapshot. This can be done by following the below steps.

  1. Visit the [REDACTED] Snapshot and connect your wallet.

  2. Click the “New Proposal” button and title the proposal “RIP (Proposal Title)”

  3. Populate the body with the refined version of the proposal

  4. Set the voting options exactly like the RFF poll

  5. Set the voting time timeline for 3 days (72 hours)

In order to give the community the most up to date information regarding the proposal being voted on, the revised proposal needs to be posted to Commonwealth and linked to the Snapshot. Follow the guidelines below:

  1. Create a new thread in Commonwealth by clicking the “New Thread” button

  2. Add in your refined proposal and title it “RIP (Proposal Name)”.

  3. Click “Connect a proposal” and find the matching Snapshot proposal that was published in Step 3

Process Duration and Expectations

Once the refined proposal is posted in both Commonwealth and Snapshot, the official voting process begins. This Snapshot vote will last over a 3 day period (72 hours), providing members an extended period of time to participate in the decision process.

Passing Quorum

In order for the RIP to be accepted a minimum of 0.5% of the circulating supply of [REDACTED] governance tokens shall vote for the Proposal. If the majority of the circulating supply of [REDACTED] governance tokens votes are against the proposal, the RIP will not be accepted and considered closed

How to Participate as a Voter & Community Member

There are multiple points in the governance process in which community members can vote and provide feedback on the proposal laid out below:

  • You can draft your own proposal and take it all the way to step 3 for the Cartel Committee to review and push to Snapshot

  • You can also provide feedback to other proposals in the RFF phase (step 2) on Commonwealth forum and poll

  • You can also vote for or against RIP’s in Snapshot

Appendix

  • Sicario

    • Sicario’s will act as governance stewards and monitor the Commonwealth Forums as well as governance discussions on Discord.

    • They will notify the Cartel Committee to review RFFs and impending Snapshot actions.

    • ACTIONS: Tag @Sicario on Discord when an RFF is ready for review

  • Cartel Committee

    • Cartel Committee will hold internal vote on if the reviewed RFFs should be posted on Snapshot
